Move WebRTC desktop perf tests to client.webrtc.perf waterfall + disable DCHECKs

Tracking bug for moving the webrtc_perf_tests execution to the client.webrtc.perf waterfall and disable DCHECKs for these builds, which should boost performance.

MB: Add new perf desktop bots and remove DCHECK from Android perf

Add new perf desktop bots.
Remove dcheck_always_on=true for all perf bots.
Cleanup some more GYP traces.
Remove gn_ prefix for all mixins for readability.
