Page Info opens on mouse up, page actions and bookmark bubble on mouse down.

What steps will reproduce the problem?

Page Info:
1) Click on the main security indicator (e.g. lock/info/triangle icon)

Page actions:
1) Visit https://permission.site/
2) Click on "Microphone" or "MIDI" and deny.
3) Click the corresponding icon that appears on the right of the omnibox.

OR

1) Click the bookmark star

What is the expected result?
Bubbles open the same way.

What happens instead?
1) Visit https://permission.site/
2) Click on "Microphone" or "MIDI" and deny.
3) Click the corresponding icon that appears on the right of the omnibox.

Possibly related to  Issue 665759 .

[Mac triage] This should be fixed by MD secondary UI adding to cocoa browser hotlist so that it can be closed later.
