Clicking a permission page action when the bubble is already open re-opens the bubble instead of closing.

This is  Issue 59289 , but specific to page actions.
dominickn@: I think this is low priority, especially given Jewelbox, but triage as you see fit.

Repro, for people who are not familiar with permission page actions (Since I'm going to be referencing this in a another bug):

1) Visit https://permission.site/
2) Click on "Microphone" or "MIDI" and deny.
3) Click the corresponding icon that appears on the right of the omnibox.

Interestingly, Page Info opens on mouse up, but page actions (and the bookmark button) open their bubbles on mouse down.

I explicitly fixed this for the page info bubble in crrev.com/2041723002, and it required using a global bool to indicate whether or not the popup was showing at the time (which is how Views does it).

At the time I didn't bother moving onto page actions because the code there was even more horrifying. :(
