MD OOBE: Tiny help text in title

During MD OOBE, on the GOogle Chrome OS Terms page,

Click the 'Learn more' link

The text in the title bar "help" is very small compared to the huge text in the modal

I think we need to keep the dialog style consistent. Here is an example of what modal should look like.
