MD OOBE: Add Other mobile network cut off when there is a list of networks

Go through OOBE Screen
On the "Connect to Network" screen, when there are a lot of networks nearby, scroll to the end

Expected: I can fully see "Add other mobile network" text
Actual: It is cut off

This is OOBE specific, related to what I mentioned in the screenshot from  issue 665946 .

The page containing cr-network-select needs to limit the size of the element so that it doesn't extend past the window bottom (and there should probably be a reasonable margin there as well).

The list itself does not provide any margin.
