MD OOBE: Network list is constantly refreshed and makes me press on things by mistake

Go through OOBE Screen
On the "Connect to Network" screen, scroll down to the bottom when there are a lot of networks nearby.
Try to click on Proxy Settings

Expected: I can click on Proxy Settings
Actual: The list refreshes and jumps back to the top so my click goes to some random network name

Steven, this seems to be an issue with network-list element.
Scrolling was broken some time ago (probably at the same moment when the problem with partial network list was fixed).

Do you have any ideas on how to fix this?

Yeah, we had similar issues with Views.

We will need to either retain the scroll position when the list is updated, or we need to suppress updates while the list is scrolled.

Is this specific to the network list on OOBE?

No, it affects MD Settings also.

Probably because we haven't fixed it?

This is an extremely difficult problem to solve. I've been thinking about the best way to address this in web UI, but am focused on higher priority issues at the moment. (This affects both OOBE and Settings).
