ARC: Assign "application/vnd.android.package-archive" MIME type to apk files.

What steps will reproduce the problem?
(1) Double click an APK file in file manager on the "Play Store"-enabled device.

What is the expected result?
Expected: On normal devices, "Install blocked" dialog with explanation pops up.
Expected: On dev-mode devices with side-loading enabled in Android settings, the apk installation begins.

What happens instead?
Actual: "find an appropriate app in CWS" dialog pops up.



The expected APK file handler in Android receives files with "application/vnd.android.package-archive" MIME type.
Since the Chrome OS MIME type mapping does not know about this MIME type,
currently, *.apk files cannot be associated with the handler.

Assign "application/vnd.android.package-archive" type to APK files on ChromeOS.

The type is necessary for passing the control correctly to the Android side.
