1. chrome://md-settings/languages
2. Tap the 3-dot action menu next to the current display language

The top two paper-checkbox items are disabled, because they can't be changed.
The menu items after that are enabled.

Expected: Focus starts at the first enabled item.
Actual: Focus starts at the first item, a disabled paper-checkbox.


Note that you need additional languages added in order to have the "Move *" items available.
