Most "vm." tunings in "00-sysctl.conf" are probably wrong

Issue description

Looking at the "vm." tunings starting at:

https://chromium.googlesource.com/chromiumos/overlays/chromiumos-overlay/+/master/chromeos-base/chromeos-base/files/00-sysctl.conf#82

I see:

...well, that's not really true anymore.  We use zram now.

No idea if this matters, but I figured I'd at least file...
 
Yeah the comment is incorrect and we're using some empirically derived number of file pages that seems to be enough to prevent thrashing -- but maybe ARC++ has upset this balance somewhat.  We can certainly change the comment.
