MD system menu: Sign-out button focus is not drawn correctly

What steps will reproduce the problem?
1. Open system menu
2. Tab to 'Sign out' button
3. Observe highlight on sign-out field

What happens instead?
Blue rectangle is not drawn

Evan, for M-56 we're going to go with the blue rectangle focus state for all things in the shelf and system menu (the one that is currently present on the rows). If we have time we can change all of these to match spec (issue 615892) but Sebastien has ok'ed punting that to M-57.
