DevTools: Allow disabling service worker support in Application panel

Issue description

UserAgent: Mozilla/5.0 (Windows NT 10.0; Win64; x64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
In the Application panel, Service Workers, you can't disable service worker support.

This prevents testing support for other browsers (like Safari) which don't yet support service workers

What is the expected behavior?
Add a check box to disable support, next to Update on Reload and Bypass for Network

What went wrong?

Did this work before? N/A 

Chrome version: 54.0.2840.99  Channel: stable
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

There is a "bypass for network" checkbox that would emulate reloading the page as if there was no service worker.

Please tell me if it does not work for you and I'll reopen this issue.
