FYI I think the fix for issue 666635 would have fixed this too. Clicking the settings button in the network menu during OOBE should now open up a network proxy settings dialog box.

Proxy setting dialog box opens only when the network is connected. When there is no network the setting icon should be greyed out but it is not greyed out clicking on it does nothing. Test version 9199.0.0/57.0.2984.0

I'll look into it after I'll be back from vacation. But I don't agree that it is New-OOBE-specific. It looks like a bug and should not depend on the type of OOBE.
