MD OOBE: Network settings is not disabled

Issue description

Create a recovery stick to M56
During OOBE, open the Uber Tray
If you select Accessibility or Bluetooth, the settings gear is greyed out
If you select Network, the settings gear is not greyed out but clicking on it does nothing

FYI I think the fix for issue 666635 would have fixed this too. Clicking the settings button in the network menu during OOBE should now open up a network proxy settings dialog box.
This issue is still seen on build 57.0.2984.0/9196.0.0

This is fixed.
"Clicking the settings button in the network menu during OOBE should now open up a network proxy settings dialog box." - this is exactly ow it works.
Proxy setting dialog box opens only  when the network is connected.
When there is no network the setting icon should be greyed out but it is not greyed out clicking on it does nothing.

Test version 9199.0.0/57.0.2984.0
I'll look into it after I'll be back from vacation.
But I don't agree that it is New-OOBE-specific. It looks like a bug and should not depend on the type of OOBE.
