Create Mac and Windows RandomOrder FYI bots

We have a RandomOrder FYI Linux bot which is chugging along nicely:

We'd like to turn up Mac and Windows RandomOrder FYI bots as well to catch any problems that might arise on those platforms. The tasks that need to be done are:

1. Request Mac and Windows bots
  - These should be the same specs as the slaves used for WPTServe FYI
2. Submit src and build CLs to turn up those bots
