Bluetooth infinite progress bar loading is not smooth and causes entire device UI freeze for few seconds

What steps will reproduce the problem?
1. Open system menu from uber tray
2. Click on Bluetooth row
3. Toggle bluetooth ON

What happens instead?
Progress bar does not load smoothly and freezes UI for few seconds
