Test flakiness dashboard is broken |

Issue descriptionDashboard shows a blanks page: https://test-results.appspot.com/dashboards/flakiness_dashboard.html Looking at the devtools it seems that it is failing to obtain the necessary data from the back-end. In particular this request is failing with a 500. https://test-results.appspot.com/builders?callback=LOAD_BUILDBOT_DATA
