The last used tabs do not open when starting up

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.99 Safari/537.36

Steps to reproduce the problem:
1. Open five tabs 
2. close chrome
3. reopen 

What is the expected behavior?
supposed to open 5 tabs

What went wrong?
it does not open last used tabs

Did this work before? N/A 

Chrome version: 54.0.2840.99  Channel: stable
OS Version: 6.1 (Windows 7, Windows Server 2008 R2)
Flash Version: Shockwave Flash 23.0 r0

Unable to reproduce the issue on Windows-10 using chrome reported version #54.0.2840.99 and latest canary #56.0.2920.0.

Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Launched chrome.
2. Opened five tabs.
3. Closed chrome.
4. Reopened chrome.
5. Observed that all the 5 tabs opened without any issues. 

Reporter@ - Could you please check this issue on latest canary #56.0.2920.0 by creating a new profile without any apps and extensions.

How do I upgrade my Chrome to that version as it is the latest version?
Also i have windows 7 not windows 10 like you

Unable to reproduce the issue on windows-7, Mac-10.11.6 and Linux Ubuntu-14.04 using 
chrome stable version 54.0.2840.99 and latest canary 56.0.2922.0 with the steps mentioned above.
Please find the attached screen-cast and could you please let us know anything missed here to reproduce the issue.
