UI fonts too big as of chrome 54.x on linux with hidpi

Issue description

UserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.143 Safari/537.36

Steps to reproduce the problem:
1. Run the browser with --force-device-scale-factor=2
2. Web content size is OK, UI fonts are too big
3. Run the browser without --force-device-scale-factor=2
4. Web content and UI fonts are too small
5. Did not happen in version 53.

What is the expected behavior?

Chrome 53.0.2785.143, how the web page should look like. Appropriate UI font and web content. Using --process-per-site --force-device-scale-factor=2  --high-dpi-support=1 --enable_hidpi=1.

This particular flag behavior should be fixed in https://codereview.chromium.org/2441043002/

That's being said, Chrome uses gtk-xft-dpi to adjust its scale. now

You probably have smaller value for this. Please use the config tool (System Settings -> Displays -> scale for menu and title bars on ubuntu) to adjust the scale.

Not sure, if I get it right.

The mentioned patch should be in 54.0.2840.100 already? Or it is something to come?

As for system settings - if this is something system wide (I use xfce environment), I do not have anything like that and moreover, xfce or gimp menus and fonts are just OK. The only wrong menu is in chrome.
