Regression: 'View site info' bubble is seen shifted to left side on chrome://version.

Issue description

Chrome Version: 56.0.2919.0 Revision 9fd27ddeb13974b24cfa42261b940f8de378117a-refs/heads/master@{#431801}
OS: Windows(7,8,10)

Precondition: Enabled Material Design in the rest of the browser's native UI flag from chrome://flags.
 
What steps will reproduce the problem?
(1) Launch chrome, navigate ti chrome://version
(2) Click on View site info icon and observe.

Actual:  'View site info' bubble is seen shifted to left side.

Expected: 'View site info' bubble should seen properly.

This is a regression issue, broken in 'M-56', will soon update the other info:

Good Build: 56.0.2886.0
Bad Build: 56.0.2888.0

Note: Issue is not seen on Mac OS.

Good build: 56.0.2886.0 (Revision: 424099).
Bad build: 56.0.2887.0 (Revision: 424625).

You are probably looking for a change made after 424310 (known good), but no later than 424311 (first known bad).

This flag is more than one milestone away from being ready to flip. Therefore this is not a p1 regression. Assigning to shrike for triage.

This is a problem with Harmony bubble positioning.

I made a CL for this in https://codereview.chromium.org/2693833002/ but there's no point fixing the alignment until we remove the icon from the bubble per the harmony spec ( Issue 652028 ). Until then it would look "weird" because the icon in the bubble doesn't align with the icon in the omnibox.
