Regression: Scrollbar is seen missing on rotating the PDF file .

Version: 56.0.2919.0/8990.0.0 dev channel Daisy,Candy,Cyan,Mighty.
OS: Chrome Os

What steps will reproduce the problem?
(1)Launch chrome>> Navigate to http://www.cbu.edu.zm/downloads/pdf-sample.pdf link or Download any PDF file and open the file.(Here scrollbar is seen) 
(2)Wait for the page to load completely>>Now click rotate icon at the top the PDF page and Observe scrollbar.

Expected: Scrollbar should be seen even after rotating the PDF file.
Actual: Instead scrollbar is seen missing.

This is a Regression issue as it is working fine in 56.0.2910.0/8970.0.0 dev channel wolf.

Note: Issue is not seen in Linux.

Able to reproduce on Chrome OS 56.0.2920.0 dev samus, but only once in a while and the scrollbar always reappears when I scroll using the trackpad. Could someone bisect this?

I don't think I'm a good owner for this bug, I've never worked on scrolling. Can we get a bisect on this so we can find a reasonable owner?

Since this is a release blocker, assigning to someone while we get bisect. Bokan, you made a ChromeOS scrollbar change in crrev.com/2480903002. Could you take a look?

Removing M56 label since overlay scrollbars were reverted in M56 branch, though they will ship in M57. Tried in 56.0.2924.12 and the regular scrollbar works as expected. However, turning on overlay scrollbars in that version I still can't repro the issue. Could you confirm on the latest Dev channel?
