What steps will reproduce the problem?
(1)Launch chrome>> Navigate to chrome://md-settings>> Click on Wi-Fi option
(2)Now try to scroll using 2 fingers on touchpad and Observe the scrollbar in Wi-Fi section.(Please refer to the video)

Expected: No such weird behavior of scrollbar should be seen.
Actual: Instead weird behavior(Flickering of scrollbar & scrolling is not smooth) is seen.

Note:
1. Flickering is not clearly seen in the screen-cast.
2. Issue is not seen in Linux

This is a Regression issue as no such weird behavior of scroll bar is seen in 56.0.2910.0/8970.0.0 dev channel wolf.
