OS: Chrome Os Test URL: 1.http://www.sakshieducation.com/GII-New/Story.aspx?nid=148185&cid=6&sid=749&chid=1490&tid=867 2.http://www.sakshieducation.com/GII-New/Story.aspx?nid=148282&cid=6&sid=749&chid=1490&tid=868 What steps will reproduce the problem? (1)Launch chrome>> Navigate to test URL(Let the page load completely)>> (2)Now try scrolling and Observe scrollbar is missing both for the page and the PDF file. (Please refer video) Expected: Scrollbar should be seen both for the page and the PDF file in the page. Actual: Instead scrollbar is seen missing. This is Regression issue as scrollbar is seen in 56.0.2910.0/8970.0.0 dev channel wolf. Attaching screen-cast for reference.

We've recently turned on overlay scrollbars which are much more subtle. You can see the scrollbar appear and then fade out whenever you navigate to a page in the Actual video. However, it should appear when you scroll the page which I don't see happening in the video. The page appears to work correctly when I try this locally on 56.0.2920.0. There was a fix that was included in 2920 related to scrollbars, could you retry with the latest dev build?

Working fine in Latest ToT 56.0.2923.0/8999.0.0 dev. Scrollbars are seen for the page and PDF file inside the page.
