Regression: Scroll bar is seen missing in wi-fi network dropdown in Chrome://settings

Issue description

Version: 56.0.2919.0/8990.0.0 Daisy, Cyan, Candy
OS: Chrome

What steps will reproduce the problem?
(1) Sign in to user>> go to settings>> go to wi-fi network settings>> click on that>. and observe

Expected: Scroll bar should be there as there are many network routers are available
Actual: Instead scroll bar is seen missing (Refer screenshot)

This is a Regression issue as scroll bar is seen in the dropdown in M54
 
Issue is not applicable to Linux and windows

It appears you are seeing overlay scrollbars. If you use two-finger scroll does the scrollbar re-appear? If so then it is working as intended.

@tbuckley: No scroll bar is appearing on two-finger scrolling as well

This is for the current/old settings UI.

I can't reproduce this on a ToT build. I suspect it was an intermediate Blink issue.

We disabled overlay scrollbars for M56, so probably tied to that.
