Regression: Unnecessary devtools window get opened after reloading killed page.

Chrome Version: 56.0.2919.0 Revision 9fd27ddeb13974b24cfa42261b940f8de378117a-refs/heads/master@{#431801}
OS: Windows(7,8,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
(1) Launch chrome, open NTP and then open devtools window.
(2) Kill the page by typing chrome://kill in omnibox
(3) Now reload the page and observe.

Actual: Unnecessary devtools window get opened after reloading page.

Expected: No such devtools window should get open after reloading page.

This is regression issue, broken in ‘M 56’ and will soon update other info :
Good build:56.0.2918.0

Bisect is wrong. I tried to use it but didn't reproduce the problem while I see it on ToT.
