Report Windows build and patch number in the component updater checks

Windows 10 is not using the Service Pack release process. Instead, it is using build and patch numbers to differentiate between releases of Windows 10.

The component updater needs to report accurate Windows OS version information, otherwise everything looks like Windows 10.0
