Full-screen Window renders Close/Maximize bubbles in the middle of the tab bar.

Issue description

Chrome Version       : 56.0.2919.0 (Official Build) canary (64-bit)
URLs (if applicable) : N/A
OS version               : 10.12.1 (16B2555)
Behavior in Safari 3.x/4.x (if applicable): N/A
Behavior in Firefox 3.x (if applicable): N/A
Behavior in Chrome for Windows: N/A

What steps will reproduce the problem?
(1) Open a new Chrome window.
(2) Full-screen the window.

P1 b/c this seems like a pretty big deal.

What is the expected result?
The window control bubbles (red, yellow, green) are on the left side of the title bar.

What happens instead?
They are about 1.5 tab lengths to the right of their expected position. They are functional, and their intended docking location is still reserved (but empty).

I can definitely reproduce this. I wonder if it's caused by autolayout?
