Figure out what to do with the _run targets in the GN files

The GYP build used to have _run targets for each binary that were used to produce the .gen.json isolate files. 

In a GN world we can produce the isolates directly from a given target, but we created dummy _run targets for compatibility. In addition, in some cases we added real logic for the _run targets themselves.

We should figure out whether we can and should actually get rid of them now that GYP is gone.
