Autofill layer goes wrong position when device toolbar is on and zoom is less than 100%

Issue description

Chrome Version       : 54.0.2840.99 (Official Build) m (64-bit)
URLs (if applicable) :https://accounts.google.com
Other browsers tested:
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Safari: N/A
    Firefox: N/A
         IE: N/A

What steps will reproduce the problem?
(1) Go to google login page, make sure you have logged in before and the user name has been remembered by autofill. So if you type your name in the input, there should be a drop down layer with your name under the input box.
(2) Turn on dev tool, turn on device tool bar, select any device and set zoom less than 100%, say 75%.
(3) Click the user name input and input your user name.

What is the expected result?
The drop down layer with your name should be in the right position, which is under input box.

What happens instead?
The drop down layer goes away from the input box.

Able to reproduce the issue on windows-10 and Ubuntu 14.04 using chrome reported version #54.0.2840.99 and latest canary #56.0.2919.0.

This is a non-regression issue seen from M50 and above builds. This feature is not available in builds below M50.

Hence, marking it as untriaged to get more inputs from dev team.
