Mousing over page security indicator does not indicate clickability

In the screenshot, you can see that mousing over the Script Blocked Page Action Icon causes the background to turn gray (Chrome 55 Beta, Linux). However, the lock icon/(i) icon does not get the same treatment, even though it's clickable. They should probably behave the same, and should probably both have the gray backgrounding behavior.
