Migrate thread_times.key_idle_power_cases to TBMv2 + CPU time metric

Issue description

Breaking off from https://bugs.chromium.org/p/chromium/issues/detail?id=664107.

The non-TBMv2 thread times metric is (or should be) deprecated: we should move over the key_idle_power_cases to the CPU time metric.
