Scrollbar is missing in settings window after dialog open/close

Issue description

Google Chrome	56.0.2919.0 (Official Build) dev (32-bit)
Revision	0
Platform	8989.0.0 (Official Build) dev-channel veyron_minnie

What steps will reproduce the problem?
1. Open settings window from system menu
2. Scroll through the page using 2 fingers on touchpad. See that scrollbar is visible.
3. Open any dialog, say 'About Chrome OS' and close it
4. Now scroll through the page.

What is the expected result?
Scrollbar should be present

What happens instead?
Scrollbar is missing

This appears to be working for me in 56.0.2920.0. There was a significant scrollbar patch that was reverted in that build. Could you retry on the latest Canary/Dev? This is probably related to  issue 665318 .
