Flickering (and mispainted) background (gradient) on large height page |

Issue descriptionWhen painting a background with "background-position: right bottom" on a page with a large enough height (~1.5Mpx in the specific case), the (gradient) image will "spill" over onto the top. Originally observed on https://html.spec.whatwg.org/, where this causes a small strip of grey to show up flickering at the top of the page. (Sometimes it remains the when the page has loaded, sometimes not.) Attached is an attempt at a minimization (with some "knobs" - primarily "numSteps"), that appears to reproduce reliably for me in a recent content_shell. The effect could vary though. Setting 'no-repeat' get's rid of the "spill" effect (but seems to suffer from tiling artifacts instead).

I can reproduce this in Chrome 56.0.2919.0 canary (64-bit) on Mac OS X Sierra 10.12.1.

It certainly shares some properties of issue 664020, so it could be a dupe. We've seen this on Mac and Linux (but haven't tested on Windows either, so it's unknown if it's observable there too.) I've repro'd this as far back as 54, as well as on recent trunk builds.
