opening chrome white screen with black boxes in corners

UserAgent: Mozilla/5.0 (Windows NT 10.0; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.71 Safari/537.36

Steps to reproduce the problem:
1. open chrome after start up - always comes up white screen with black boxes in corner
2. chrome will open when clicking on a new tab
3. 

What is the expected behavior?
chrome should open with home page (home page is google)

What went wrong?
Every time i start chrome comes up with white screen and black boxes in corners 

Did this work before? Yes same version

Chrome version: 54.0.2840.71  Channel: n/a
OS Version: 10.0
Flash Version: Shockwave Flash 23.0 r0

Unable to reproduce the issue on Windows 7 , Mac 10.11.6 & linux Ubuntu 14.04 with reported stable version & latest canary-56.0.2919.0 with the below steps:

1.Downloaded chrome
2.Open Chrome
3.Observe Chrome opened successfully with home page 

Note:No white screen observed.

Please find the attached screen cast & let us know if we miss anything to reproduce the issue.
