Drop quotation marks from policy_templates.json when not quoting directly

Issue description

The translators pointed out a confusing bit in policy_templates.json. The file contains the following two sentences:


If you choose to never use a proxy server and always connect directly, all other options are ignored.

If you choose "never use a proxy server," Android apps are informed that no proxy is configured.


Both sentences are referencing an option that will be called "Never use a proxy" in the generated template. The reference is not quite literal but should be absolutely obvious to the reader. Since the reference is not literal, the second sentence should not be using quotation marks.

Drop confusing quotation marks from policy_templates.json

Quotation marks should only be used when quoting directly. When
paraphrasing, quotation marks are wrong and confuse translators.

You started fixing this bug over two years ago. Are you still working on it? You can update the status to "archived", "wontfix", or "closed". You can remove yourself as owner and change status to "untriaged", but if this is still a real bug, please do not sit on it.
