Synchronization of Chrome bookmarks does not work. Duplicates appear everywhere and older bookmarks overwrite newer ones.

Issue description
Chrome Version : 54.0.2840.87 (Official Build) m (64-bit)

What steps will reproduce the problem?
(1) Spend an agonizingly long time ordering and grouping your bookmarks.
(2) Have them synced to another computer.
(3) Fire up a computer you haven't used for a while and it overwrites your new bookmarks with the old ones. Nice!
What is the expected result?
Synchronized bookmarks are 1) Synchronized correctly where as the latest ones are the ones who stick. 2) Not duplicated an masse as duplicated bookmarks all over the place.
What happens instead?
A shitstorm of duplicate bookmarks.
Please provide any additional information below. Attach a screenshot if
possible.
The syncronization of bookmarks between computers simply does not work, and has not worked for a *VERY* long time. Time to get it fixed!

Thanks for filing the issue. Unable to reproduce the issue on Windows 7,Mac 10.12.6 using chrome reported version-54.0.2840.87, latest stable-62.0.3202.75 & Canary-64.0.3255.3 . Observed bookmarks synced properly without any issue. Could you please check this by upgrading chrome to the latest chrome versions with clean profile and let us know your observations on the same.
