Tested in chrome # 54.0.2840.98 on Mac 10.11.6 & 10.12 and unfortunately not able to reproduce the issue.Please find the screen cast for your reference.

So I use the same screen recorder than you and the same file, but on windows and 32 bits. See the attached video. 

(The bug appears also on Mac OSX on my work computer, but i'm not sure about the bits or version...)

Tested the issue on chrome Stable #55.0.2883.87, Canary 57.0.2963.0 in Windows 10.0 and was able to reproduce the issue.

This is a Non-Regression issue since seeing this from M30 #30.0.1549.0, Making the status to Untriaged so that the issue would get addressed.

Note : Able to reproduce the issue in MAC 10.12.2.

This isn't a CSS issue - it's either scroll or paint, I think.

This issue has been Available for over a year. If it's no longer important or seems unlikely to be fixed, please consider closing it out. If it is important, please re-triage the issue.

roadirsh@ can you still reproduce this? It sounds like a HiDPi compositing issue.

I wasn't able to reproduce it on Google Chrome	64.0.3282.167 (Build officiel) (64 bits) (cohort: Stable)

As issue is not reproducible on latest stable 64.0.3282.167 as per comment#15, closing this issue as wont-fix.
