View certificate in security panel don't work for remote debugging

Issue descriptionUserAgent: Mozilla/5.0 (X11; Linux x86_64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2902.0 Safari/537.36 Steps to reproduce the problem: 1. Start chrome with --remote-debugging-port=9999 and load a secure site 2. Connect another Chrome version to localhost:9999 3. Open security panel and click "View Certificates" What is the expected behavior? View Certificate dialog should be shown in the browser showing the devtools frontend. What went wrong? DevToolsProtocolDispatcher::OnSecurityShowCertificateViewer() will try to open the dialog on the debugged client and fail via devtools::security::SecurityHandler::ShowCertificateViewer(). Remote debugging would require that this data is sent back to the devtools frontend and displayed instead. Did this work before? No Chrome version: 56.0.2902.0 Channel: n/a OS Version: Ubuntu 16.04 Flash Version: Shockwave Flash 24.0 r0
