Chromium rejecting all Symantec certificates

Issue description

UserAgent: Mozilla/5.0 (Windows NT 6.1; WOW64) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/53.0.2785.116 Safari/537.36

Example URL:
https://www.chase.com/

Steps to reproduce the problem:
1. try to open a website that has an SSL cert issued by Symantec or one their partners
2. NET::ERR_CERTIFICATE_TRANSPARENCY_REQUIRED

This needs an urgent fix. Symantec is a shitty company, but this bug affects way too many websites to wait until the next regular release.

What is the expected behavior?
Site works.

What went wrong?
SSl error.

Is it a problem with a plugin? No 

Did this work before? Yes 52

Does this work in other browsers? N/A

I can confirm this issue.

Works in Chrome 55, but not Chromium 53.

Examples: https://ka-it-si.de/, https://amazon.de/ (only CDN, not main site)

Note that Chrome 54 is the current version of Chrome, and has been out for a month.  Does it have this issue as well?
