Regression: Unnecessary upward & downward movement of horizontal line is seen on scrolling in Network section of Uber tray.

Issue description

Version: 56.0.2918.0/8987.0.0 dev-channel Kip, Paine, Parrot
OS: Chrome OS

What steps will reproduce the problem?
(1)Sign-in to chrome>>Go to network section in Uber tray>> Now scroll downwards and Observe unnecessary downward movement of horizontal line.(Please refer video)
(2) Again scroll upwards and observe unnecessary upward movement of horizontal line.(Please refer video)

Expected: No such unnecessary movement of line should be seen while scrolling in Network section of Uber Tray.
Actual: Instead unnecessary movement of line is seen.

This is Regression issue as no such unnecessary movement of horizontal line is seen in 56.0.2910.0/8970.0.0 dev channel wolf.
