Regression: Unwanted blue line is seen out of dev-tools window on dragging the 'Script snippet'

Chrome Version : 56.0.2918.0 (Official Build)6015da67bcb535f343caf0f5cff5867d7f4487d8-refs/heads/master@{#431795}-32/64 bit
OS: Windows (7,8,8.1,10)

Steps:
1. Launch Chrome,open dev-tools on NTP and go to Source section.
2. Click on 'Snippets', and Add 2-3 Script snippet by clicking on '+ New Snippet'
3. Now drag the added snippet upward/downward and observe.

Actual: Unwanted blue line is seen out of dev-tools window.

Expected: Blue line should not be seen out of dev-tools window.

This is a regression issue, broken in M-5, below is bisect info.

Good build: 53.0.2746.0
Bad build: 53.0.2748.0

This is a regression issue broken in M-53

My change was related to power saving, not UI or rendering in any way.

Possibly trchen's changes in that range?

Yea... We simplified the drag image painting code a while ago and sometimes it can introduce unwanted side effects. I personally consider it WontFix but +pdr for a second opinion.

Still able to reproduce the issue on Win 10.0 using latest chrome version 57.0.2931.0.

Note: As of now latest build #57.0.2935.0 (64 - bit) is not available in Windows
