Regression:Unable to scroll the PDF page in toggle device mode of devtools.

Issue description

Chrome Version: 56.0.2918.0 6015da67bcb535f343caf0f5cff5867d7f4487d8-refs/heads/master@{#431795} (32/64-bit) 
OS: Windows(7,8,10)

What steps will reproduce the problem?
(1)Launch chrome and navigate to http://cb.vu/unixtoolbox.pdf
(2)Press 'F12' to open dev tools window,click on 'toggle device' button.
(3)Now scroll the pdf page and observe.

Actual: Unable to scroll the PDF page in toggle device mode.

Expected: Should be able to scroll the PDF page in toggle device mode.

This is a regression issue broken in 'M49' and will soon update other info.

If this broke in M49, then it's not pri-1. The dev-tools team is making some revisions to targeted events this quarter, so I'll re-assess this bug in light of their work.

Just for update, Still able to reproduce the issue on Win 10.0 using latest chrome version 57.0.2931.0.

Note: As of now latest build #57.0.2935.0 is not available in win 64.

wjmaclean@ Could you please look into this issue.

Tested in chrome #57.0.2977.0 on Linux 14.04,Mac 10.12.2 and not able to reproduce the issue.

jshanbal@ Could you please re-check once in latest builds and confirm.
