Regression : Hover effect appears to be chopped in 'Network' section of devtools.

Version: 56.0.2918.0 6015da67bcb535f343caf0f5cff5867d7f4487d8-refs/heads/master@{#431795} (64-bit)
OS: Windows(7,8,8.1,10),Linux (14.04 LTS),Mac OS X(10.11.6, 10.12.1)

What steps will reproduce the problem?
1. Launch chrome, navigate to NTP and open devtools
2. Now press 'F1' key to open 'Preferences' and select 'Dark' theme 
3. Now go to 'Network' section and press 'Cmd + R' tp record some activity and hover mouse cursor over 'Waterfall' and observe the hover effect

Actual: Hover effect appears to be chopped
Expected: Hover effect should be seen properly

This is regression issue, broken in ‘M 56’ and will soon update other info :

Using the per-revision bisect providing the bisect results,
Good build: 56.0.2912.0 (Revision: 430205).
Bad build: 56.0.2913.0 (Revision: 430459).

You are probably looking for a change made after 430357 (known good), but no later than 430358 (first known bad).

[Devtools] Fixed hover color in waterfall in darktheme

Fixes a bug when in dark theme the color is set to partial transparent
showing background color items in network waterfall when hovered on
header.
