Mac 10.9: Entering and Leaving fullscreen *twice* causes the browser window to lose its border/shadow

Issue description

Chrome Version       : 54.0.2840.71 (also 56.0.2918.0 canary)
OS Version: OS X 10.9.5

What steps will reproduce the problem?
1. On 10.9, Enter Fullscreen (e.g. Ctrl+Cmd+f), Exit fullscreen (e.g. Ctrl+Cmd+f)
2. Repeat Step 1

What is the expected result?

Window should have a border/shadow


What happens instead of that?

It loses it. See attached screencast.

Unable to reproduce the issue in mac 10.11.6, tested with chrome canary version 56.0.2918.0 and stable version 54.0.2840.71.

Please look into the attached screen-cast and let us know your observations.

This only occurs on 10.9.x . 10.11.6 won't show the problem.

You are probably looking for a change made after 348662 (known good), but no later than 348671 (first known bad).
NOTE: There is a Blink roll in the range, you might also want to do a Blink bisect.

Disable exit fullscreen animation since it is not stable
on all versions of OSX.

This issue is caused by the changes made by the exit fullscreen animation. It'll take some time to investigate what causes it.

An easy fix/simple cause didn't stand out to me when I first filed this bug. It's only 10.9, and it's been around for a while (since m47), so I guess this isn't P1.

I just realized this is a dupe of 547520. I investigated on this issue over a year ago, but didn't get far. This is a regression caused by my fullscreen transition work.
