List selected values at the top of the columns (like gmail labels UI) |

Issue descriptionOn https://chromium-swarm-dev.appspot.com/tasklist?c=name&c=state&c=created_ts&c=user&c=bot&l=50&s=created_ts%3Adesc The columns at the top have tick boxes which let you select / unselect things. If there are a lot of values, it can be hard to unselect something. It would be good if selected values are filtered to the top. See how the gmail "labels" drop down works. That would be good to model.
