Sign in to Chromium 54 and 56 fails on Win 10 Pro upgraded from Win 7 Pro

Issue description

Chromium Version     : 56.0.2917.0 and also 54.0.2811.0
URLs (if applicable) :
Other browsers tested: Chrome 
  Add OK or FAIL, along with the version, after other browsers where you
have tested this issue:
     Chrome: 54.0.2840.99 m (64-bit) OK 

What steps will reproduce the problem?
(1) Launch Chromium on Windows 10
(2) Menu > Settings > Sign in to Chromium
(3) Provide same password and username which works with Chrome

What is the expected result?
Successful login

What happens instead?
"Can't sign in
Service unavailable; try again later."

Please provide any additional information below. Attach a screenshot if
possible.

Has occurred since June.
