There's only one thing that triggers a system tray notification bubble, and that's TraySms. We could delete a lot of code in SystemTray if that used the message center notifications instead. We'd have less duplicated notification positioning logic and more overall visual consistency.

For an example sms, I had to hack the code. For an example message center notification, try pressing an obsolete accelerator like shift-escape.
