Bluetooth Settings missing

Issue description

UserAgent: Mozilla/5.0 (X11; CrOS x86_64 8953.0.0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/56.0.2905.0 Safari/537.36
Platform: 953.0.0 (Official Build) dev-channel swanky

Steps to reproduce the problem:
1. Open settings
2. Open advanced Settings
3. No Bluetooth Options available

What is the expected behavior?
Should be able to enable bluetooth and use

What went wrong?
No bluetooth settings available to switch on.

Did this work before? Yes 2 versions ago?

Chrome version: 56.0.2905.0  Channel: dev
OS Version: 8953.0.0
Flash Version: Shockwave Flash 23.0 r0

Setting restored when switched to Beta channel.

Thanks for the feedback! There are a few other bugs around this. Sometimes there's a bluetooth crash and we hide the settings accordingly.

@stevenjb should we not hide the bluetooth section completely when this happens? Could we some how disable it, show a message, let the user restart, etc?
In the new Settings we do not hide the Bluetooth settings section.

We may be able to improve the message however if it is not available (currently it just says 'disabled' and can not be enabled).

That seems like a strict improvement over the old options page. Marking this as fixed, since I think there are other bugs tracking the actual bluetooth crashes.
