Capture Stream throwing 416 error on file blob creation

Issue descriptionUserAgent: Mozilla/5.0 (Macintosh; Intel Mac OS X 10_12_0) AppleWebKit/537.36 (KHTML, like Gecko) Chrome/54.0.2840.87 Safari/537.36 Steps to reproduce the problem: 1. Go to: https://mdn.github.io/web-dictaphone/ 2. Try to record an audio file 3. See 416 error when trying to preview audio file What is the expected behavior? Audio file is playable and can be saved. What went wrong? Something appears to be going wrong with the file blob construction. Did this work before? Yes Does this work in other browsers? N/A Chrome version: 54.0.2840.87 Channel: stable OS Version: OS X 10.12.0 Flash Version: Shockwave Flash 23.0 r0 Broke sometime in the last 2 weeks.

Unable to reproduce the issue in Mac 10.11.16 by using chrome reported version #54.0.2840.87 and chrome stable #54.0.2840.98. Steps followed to reproduce the issue are as follows: ----------- 1. Navigated to: https://mdn.github.io/web-dictaphone/ 2. Recorded an audio file. 3. Able to save and play the audio file as expected. Attaching screen cast for reference cgfarmer4@ - Could you please check this issue on latest chrome stable for mac #54.0.2840.98 by creating a new profile without any apps and extensions and please let us know if the issue still persist or not.

The issue was not related to an app or extension but a chrome flag that I had set. I'm not sure which one it is but resetting all of those to defaults kicked it back to working.
