Android overscroll glow is janky on Nexus 7

Issue descriptionSteps to reproduce the problem: 1. Open any site (e.g., arstechnica.com) 2. Fling scroll to the end of the page (up or down) 3. Notice the janky overscroll glow animation. What is the expected behavior? The overscroll glow animation should be smooth. What went wrong? Janky overscroll animation. See the attached trace, as the scroll ends there's a flurry of activity on the renderer thread, and the GPU thread bottlenecks briefly. Did this work before? Yes 54.0.2840.85 Chrome version: 56.0.2913.5 Channel: dev OS Version: 6.0 Flash Version:

I think every browser-driven animation regressed recently on M56, see also http://crbug.com/661946 . I'll bisect soon.
