i can see no flash files working. sites like hotstar also doesnt work, i mean if there is a video media it has a puzzle shape saying download failed

Steps to reproduce the problem:
1. opening most of the media related sites like web streaming or any video playing

What is the expected behavior?
always it says download error with a puzzle symbol

What went wrong?
the same issue as mentioned

Does this work in other browsers? Yes

Unable to reproduce the issue on Windows-10 using chrome reported version #54.0.2840.87 and latest canary #56.0.2919.0.

Attached a screen cast for your reference.

Following are the steps followed to reproduce the issue.
------------
1. Navigated to URL: http://www.hotstar.com/sports/cricket/india-vs-england-2016/m181704/match-clips/england-in-control-after-day-4/2001900594
2. Clicked on "Run all plugins this time".
3. Observed that video played without any issues.

Reporter@ - Could you please check this issue on latest canary #56.0.2919.0 by creating a new profile without any apps and extensions and please let us know if the issue persist or not.
