Steps to reproduce the problem:
1. start up computer 
2. wait 30 seconds or so
3. using 'task manager' or some equivalent observe hidden application 'noad steep TV - Google Chrome

What is the expected behavior?
the application should not automatically launch and start sending and recieving data

What went wrong?
the program starts automatically and begins sending and recieving data no observable instance of Chrome has opened and the application is unclosable from even 'task manager' it is only closable by ending the associated process through third part programs like 'process explorer'. even then it reopens and the problem persists

the issues with 'noad steep tv' are usually solvable by uninstalling the program and cleaning the registry of it's associated files however there is no installed version of 'noad steep tv' on my computer and nothing is in the registry.
